The Beavercreek Board of Education adopted this CODE OF ETHICS/Code of Conduct (00123) on March 25, 1996, with the last update in Feb., 2005.
The Board of Education believes quality public education and good Board service should be conducted in an ethical manner with traditional principles such as honesty, trust, fairness, and integrity. Each Board member should conform his/her conduct to Ohio law, the code of ethics recommended by the Ohio School Boards Association and the code of conduct set forth below as adopted from the National School Boards Association publication Becoming a Better Board Member.
While serving as a member of the Board of Education, each member is expected to agree to abide by the following code of ethics promulgated by the Ohio School Boards Association:
remember that my first and greatest concern must be the educational welfare of all students attending the public schools;
obey the laws of Ohio and the United States;
respect the confidentiality of privileged information;
recognize that as an individual Board member I have no authority to speak or act for the Board;
work with other members to establish effective Board policies;
delegate authority for the administration of the schools to the Superintendent and staff;
encourage ongoing communications among Board members, the Board, students, staff, and the community;
render all decisions based on the available facts and my independent judgment rather than succumbing to the influence of individuals or special interest groups;
make every effort to attend all Board meetings;
become informed concerning the issues to be considered at each meeting;
improve my boardmanship by studying educational issues and by participating in in-service programs;
support the employment of staff members based on qualifications and not as a result of influence;
cooperate with other Board members and administrators to establish a system of regular and impartial evaluations of all staff;
avoid conflicts of interest or the appearance thereof;
refrain from using my Board position for benefit of myself, family members, or business associates;
express my personal opinions but, once the Board has acted, accept the will of the majority.
In addition, the Board of Education believes that each member should agree to work cooperatively and effectively with others and conform his/her behavior to the following code of conduct by collectively and individually agreeing to:
abide by the code of ethics promulgated by the Ohio School Boards Association;
act as an advocate for the Schools and for children;
set high expectations for the work of the Board;
keep the Board’s primary focus on the best interests of students;
strive sincerely to build better relationships with one another and the Superintendent;
set clear goals for the Superintendent;
support the Superintendent and help him/her to be as effective as possible;
prepare carefully before each meeting so that when each Board member has the floor, s/he can make comments that are concise, organized, and clear;
vote his/her individual convictions based on the available facts and his/her independent judgment and refrain from surrendering his/her judgment to particular individuals or groups;
devote sufficient time, thought, and study to proposed actions;
become well versed in parliamentary procedure;
listen carefully and with courtesy when other people have the floor and are speaking during Board meetings;
refuse to become involved with micromanagement;
emphasize planning, policymaking, and public relations rather than becoming involved in management of the schools;
establish clear goals for the District and ensure that the community is aware of these goals;
keep abreast of current educational issues within the District, throughout the State, and across the nation;
establish fair and equitable terms and conditions of employment and evaluation of all staff; and
select sound instructional strategies and materials and submit them to regular and impartial evaluations.

Board members do not have individual power to enact policy changes. The Beavercreek Board of Education adopted this policy in March 1996:
0122.1 - MEMBER POWERS
Board members as individuals do not separately possess the powers that reside in the Board, except when and as expressly authorized by law or this Board.
But no Board member shall be denied facts or materials required for the proper performance of his/her duties to which s/he is legally entitled.
If, in the opinion of the Superintendent, a Board member's request(s) for facts and information is administratively unreasonable, s/he may withhold said facts or material until a ruling is made by the Board.
Ohio law requires each incoming Board Member to take an oath based on Ohio Revised Code 3313.10.

0142.1 - OATH
Each member of the Board shall, before entering his/her duties of office, take the following oath:
"Do you solemnly swear (or affirm) that you will support the Constitution of the United States and the Constitution of the State of Ohio; and that you will faithfully and impartially discharge your duties as a member of the Board of the School District, Greene County, Ohio, to the best of your ability and in accordance with the laws now in effect and hereafter to be enacted, during your continuance in said office, and until your successor is elected and qualified? The answer is: "I do."

Last evening, I was honored to be invited to a Beavercreek Preschool Learning Center PTO meeting. The pleasure of sharing my qualifications and meeting some of the parents of our preschool students was all mine. A recent vocal chord surgery required me to speak softly to individuals. I want to thank my friend Debbie Alberico, for reading the following speech to the full group:
"I want to thank the Pre-school PTO for the invitation to speak tonight. This is such a special place for a child to grow and learn and I want to thank all of you for sharing your children with us. I have enjoyed my visits and always leave with a smile on my face. People always hear me describe BCS not only as outstanding but as a special family that consists of our kids, parents, staff and community members and the pre-school is definitely an integral part of our family.
And that’s why when the Air Force assigned my husband to Wrght-Patt 35 years ago, we chose to live in Beavercreek because of its strong school system. I taught for 31 years – 24 at Valley Elementary. The great experiences I have shared with over 1,000 students in my career, families and wonderful community members led to my decision to run for a seat on the Beavercreek School Board of Education after retiring from teaching. It has been my honor and privilege to have served on the Board of Education for the last 8 years where I am currently the Board President.
I believe that the Board of Education must build relationships with everyone who has a stake in the school district: Students and their parents; Employees of the school district; and Taxpayers who pay our bills. Believe it or not, 75% of our taxpayers don’t have students in our schools. So, it’s important that we show them we are good stewards of their money by not asking for any more than what we need.
The top priority for any school district is the safety and well-being of their students and staff as well as providing students, teachers and staff the resources they need to offer the best education for all students. We must also make sure that we hire the best people to run our school district.
I have always believed that giving back to a community that has given to you is important. My life has been to help kids grow, academically, socially and emotionally. And it didn’t end when I retired. I am on Clark State College’s Foundation Board, I am a member of the Dayton Performing Arts Alliance and member and past President of the Beavercreek Women’s League. All of these organizations help kids of all ages whether it be financially, mentoring, or offering innovative programs – it’s all about our future generation. It’s all about giving our kids no matter what age, the opportunity to grow and become our leaders of tomorrow.
I have never had a hidden agenda running for the Board. What is important to me besides making sure our kids receive the best education possible is communication, transparency and honesty. Without these, there can be no trust. I am the girl from the Bronx and people who know me know that while they may not get the answer to their question that they wanted, they know that I will always tell them the truth and they will always know where I stand on an issue."
